Limited Lines Travel Insurance Producer

The business entity that registers travel retailers and lets them offer travel insurance under its direction, which is a different thing from the Travel line of authority an individual producer holds. Delaware exempts it from the examination and the continuing education Chapter 17 asks of everybody else, and charges $1,025 to issue it.

    18 Del. C. 1771(1) makes the qualification a license the applicant already holds: a limited lines travel insurance producer is a licensed managing general agent, a third-party administrator, a licensed insurance producer including a limited lines producer, or a travel administrator as section 5603 defines one. 1772(1) then lets the Commissioner issue the limited license on an application in the form the Commissioner prescribes. 1772(2)g is the sentence that matters most to an applicant: limited lines travel insurance producers are exempt from the examination and continuing education requirements of Chapter 17. There is no course anywhere in the chapter, and the one training duty in it runs the other way, to the retailer's staff rather than to the applicant: 1772(2)f obliges the producer to put every employee and authorized representative of a travel retailer whose duties include offering travel insurance through a program of instruction covering the types of insurance offered, ethical sales practices and the required disclosures, which the Commissioner may review. Three more conditions sit alongside: a register of every travel retailer it acts for, established at licensure and updated annually under 1772(2)b, with a certification that each one complies with 18 U.S.C. 1033; a designated responsible producer under 1772(2)c; and fingerprinting under 1772(2)d for that person, the president, the secretary, the treasurer and anybody else directing the entity's insurance operations, to the standard of the applicant's resident state. 1772(3) is the consequence of missing any of them, which is that the sale falls back under Chapter 17 in the ordinary way.
