    • Competent, trustworthy and intending to act in good faith in the capacity the license covers, with a good business reputation and sufficient experience, training or education to be qualified in the business; a Delaware corporation or a foreign corporation authorized to transact business here, where the applicant is a corporation; and the financial resources necessary to enter the business

    18 Del. C. 4802(a) makes the license a precondition of financing insurance premiums in Delaware at all, unless section 4810 exempts the person, and prices it in its own text at $500 a year running to the first day of January. 4802(b) lets the Commissioner put sworn questions to any applicant and demand the identity of every stockholder, partner, officer and employee, and refuse a firm, partnership or corporation for as long as anybody in it who could materially influence its conduct falls short. The four things the Commissioner must actually find are at 4803(b) and none of them is a course, an examination or an hour count: competence and trustworthiness and good faith, a good business reputation with sufficient experience, training or education, corporate standing in or authorization for Delaware, and the financial resources to enter the business. 4803(a) gives a refused applicant a full hearing within thirty days on request.
