A license from the Department of Commerce and Insurance to issue or sell portable electronics insurance coverage. The Department publishes the application forms on its Other Licensees page and writes that Missouri law "now requires" one.

Section 379.1500(9), RSMo defines portable electronics insurance as a group or master commercial inland marine policy issued to a vendor, under which individual customers may enroll for repair or replacement against loss, theft, mechanical failure, malfunction, damage or other applicable perils. A service contract under sections 385.300 to 385.321 is expressly not it.
Sections 379.1500 to 379.1550, RSMo. There is no examination and no pre-licensing course. The definition of "location" at 379.1500(5) is the part worth reading: it covers "any physical location in this state or any website, call center site, or similar location directed to residents of this state", so a vendor with no Missouri shop is still inside the licensing requirement if its website is pointed here.
