Helps Missourians through the health insurance exchange. It is the one Missouri license where a federal certification and a state examination are alternatives to each other, and at $25 for two years it is the cheapest license the Department issues.

More than one route leads to this license, and which one you take changes what you study and whether you sit the exam. They are listed in full because the course is only the first of them.

  1. Route 1 Hold the federal marketplace certificate instead

    Exempt from the state exam

    • A pre-licensing course in the Federal Certified Marketplace Navigator Certificate or its equivalent, which the Department names as Certified Application Counselor, In-Person Assister, or Health Center Outreach and Enrollment Assistance Worker

    and the affiliation

    • The same identification of the supervising entity, age and character findings as on the examination route.

    The Department's page puts this route in capitals as an alternative: complete the requirements for the Federal Certified Marketplace Navigator Certificate "OR" pass the examination. Pearson's candidate handbook prints the same thing in its education column, "Certfication through the Federal Market Place or exam", spelling and all. Missouri has no state-based exchange, so the certificate is the federal training, and the Department sets no hours for it and approves no provider. It is one of several states here that accept the federal navigator training in place of something, and the only one that accepts it in place of a state paper.

  2. Route 2 Pass the Missouri navigator paper

    The examination

    • Pearson's Navigator paper, exam series 84, one hour at $32. The Department writes that "the candidate handbook and course content may be found on this same website and may be used to prepare for the exam", so the preparation is the handbook itself.

    • Identification of the entity the individual is affiliated with and supervised by, residence or a principal place of business in Missouri, eighteen years of age, and nothing that would be a ground for refusing a producer license. Where it applies, the director's written consent under 18 U.S.C. 1033.

    Section 376.2002, RSMo requires the license of anybody performing, offering or advertising navigator services in Missouri or receiving navigator funding from the state or an exchange. The Department's Other Licensees page sets out the qualification and prints the examination and the federal certificate as an explicit either/or. 376.2002.3 is the fence: unless also licensed as a producer with health authority, a navigator may not sell, solicit or negotiate health insurance, advise on the benefits, terms and features of a particular plan, or recommend one plan over another.

A course is required and nobody sells one

No national seller sells a course for this license. Aceable does not sell Missouri at all. The alternative to the Missouri paper is the federal marketplace certificate, which the exchange gives and nobody sells, and the Department says the candidate handbook itself may be used to prepare for the paper.
