Every way to qualify

More than one route leads to this license, and which one you take changes what you study and whether you sit the exam. There is no pre-licensing course among them: this license is qualified for by sitting the examination, a license held in another state or moving here already licensed.

  1. Route 1 Pass the examination

    State exam required

    RSMo 375.016.1 asks a resident individual applying for a producer license to pass a written examination unless exempt under subsections 5, 6 or 7 of the same section, and RSMo 375.015.1 is the closed list of what the director must find before approving the application: at least 18 years old, no act that is a ground for denial under 375.141, the $100 license fee paid, and the examinations passed for the lines applied for. No course is in it, and the fee is in the statute rather than in a schedule. Missouri then adds a clock the other way round from everybody else: under 375.015.6, if the director has taken no action within twenty-five working days of receiving the application, the application is deemed approved and the applicant may act as a licensed producer, unless the application declared a felony or a crime involving moral turpitude.

  2. Route 2 Hold the same line in another state

    Exempt from the state exam

    • an insurance producer license carrying the Variable Life and Variable Annuity Products line of authority in another state

    RSMo 375.016.5. Somebody previously licensed for the same lines of authority in another state completes no examination. The exemption holds while that other license is current, or if the application arrives within 90 days of its cancellation and the prior state certifies the applicant was in good standing then. The director may also confirm good standing through the NAIC producer database or any other method the director thinks appropriate, which is looser wording than most states use here.

  3. Route 3 Move to Missouri and apply within 90 days

    Exempt from the state exam

    • 90 days Licensed as an insurance producer in another state carrying the Variable Life and Variable Annuity Products line of authority there, and applying to become a Missouri resident producer within 90 days of establishing legal residence.

    RSMo 375.016.6. Somebody licensed as a producer in another state who moves to Missouri has 90 days from establishing legal residence to apply as a resident producer, and Missouri writes it as a duty. No examination is required for a line of authority previously held in the prior state except where the director determines otherwise by regulation.
