Surplus Lines Producer

Places Missouri risks with insurers Missouri has not admitted. It is the one license here that has both a paper and a prerequisite license, and the prerequisite is named on the Department's own fee table rather than only in the statute.

Every way to qualify

More than one route leads to this license, and which one you take changes what you study and whether you sit the exam. There is no pre-licensing course among them: this license is qualified for by sitting the examination or a license held in another state.

  1. Route 1 Hold the property and casualty license, then pass the surplus lines paper

    State exam required

    The producer license underneath it

    • a current Missouri Property and Casualty producer license

    and the examination

    • Pearson's Surplus Lines paper, exam series 82, one hour at $25.

Pearson's Missouri candidate handbook prints the prerequisite in its own column: the special requirement for a Surplus Lines Producer license is "Must hold a current MO Property and Casualty Producer License", and the education column reads None. Chapter 384, RSMo is the Surplus Lines Insurance Act, and section 375.017.4 is the nonresident limb, which gives a surplus lines licensee in their home state a Missouri nonresident surplus lines license on the ordinary nonresident terms.

  2. Route 2 Hold the surplus lines license in your home state

    Exempt from the state exam

    • a surplus lines licensee or producer license, current and in good standing in the applicant's home state

Section 375.017.4, RSMo: "Notwithstanding any other provision of this chapter, a person licensed as a surplus lines licensee or producer in his or her home state shall receive a nonresident surplus lines license pursuant to subsection 1 of this section."No Missouri paper and no Missouri property and casualty license on this route, which is the widest gap between the resident and nonresident routes on any Missouri license.

No national seller sells a course for this license. Aceable does not sell Missouri at all. The Surplus Lines paper is real at exam series 82, and what a seller would prepare for instead is the Missouri Property and Casualty producer license the applicant has to hold first, which is on the property and casualty pages.
