The buying side of a life settlement, and the dearest license the Division grants an individual: $2,475 to issue and $2,400 a year to keep. The territorial test is the owner rather than the provider, so a provider anywhere in the world needs it to deal with a Hawaii resident.

431C-3(a) is drafted round the owner rather than round the applicant: "No person, wherever located, shall act as a provider or broker with an owner who is a resident of this State, without first having obtained a license from the commissioner."Washington's RCW 48.102.011(1) uses the same wherever-located formula and goes one step further, catching a policy with several owners where only one lives in the state; Hawaii's clause stops at the single owner. What separates the two states is the price. Hawaii charges $2,475 to issue and $2,400 to renew, against Washington's $250 and $250, which is a tenfold difference between two states regulating the same trade. 431C-3(g) inactivates it automatically for non-payment. There is no examination, no course, no bond and no net worth test anywhere in chapter 431C; the weight of the chapter is in Part IV's disclosures to owners and Part V's antifraud provisions.
