    Being the owner, and being resident

    • An owner of a self-service storage facility as defined in section 507-61, resident in Hawaii; the Division states that this license is not available for a nonresident applicant

    and the registry, kept by the supervising entity

    • A registry of owner locations, employees and representatives authorized to sell, solicit or offer stored property insurance in the State, maintained by the supervising entity and open to the commissioner's inspection during regular business hours on notice

    431:9A-172(a) draws the line at conduct rather than at benefit, which is not how Oregon draws it: an owner needs no license "solely to display and make available to occupants and prospective occupants brochures and other promotional materials created by or on behalf of an authorized insurer", where ORS 744.862(1)(b) turns instead on whether the owner benefits from the sales. 431:9A-172(b) then makes one license cover every employee and authorized representative at every location the owner operates. 431:9A-107.5(a) is the whole of Hawaii's limited licensing power and it names three things and no others: travel, limited line credit insurance, and the owner of a self-service storage facility. The commissioner "may issue" each, the fee is the only precondition the section states at (c), and the Division answers the examination question on its own page: applicants for limited licenses are not required to pass one. 431:9A-107.5(d) is what stands in place of a qualification, and it is a standard of conduct rather than a test: a person issued a limited license "shall act in good faith, abstain from deception, and practice honesty and equity in all insurance matters". The residency bar is the Division's own and it is stated twice on its fee schedule and its license categories page: "not available for a nonresident applicant". Nothing else Hawaii issues carries that restriction.

No national seller sells a course for this license. The Division exempts limited license applicants from the examination, and this one is closed to nonresidents besides, so there is no national market for it at all.
