Registers the person contractually on the hook for a vehicle protection product warranty, the theft deterrent or the paint sealant sold with the car. Selling one is not enough to be caught: only the party named in the warranty as obligor registers.

    Being the warrantor rather than the seller

    • Being named under the terms of a vehicle protection product warranty as the contractual obligor to the consumer; a person who sells or solicits a vehicle protection product without being that obligor does not register

    and who is behind the business, and how the warranties are backed

    • The address of the principal office, the agent for service of process in Hawaii if other than the warrantor, the executive officers directly responsible for the vehicle protection product business, the name address and telephone number of any designated administrator, and a statement with proof of how the financial security requirement at 481R-5 is met, all updated annually

    481R-4(a) requires registration "before conducting business in this State or issuing any warranty" and then says who does not have to: "A person who sells or solicits a vehicle protection product, but who is not a warrantor, shall not be required to register", which 481R-4(e) repeats from the other end, a seller is not a warrantor unless also named as the contractual obligor. 481R-4(c) is the exemption that makes this a separate registration rather than a service contract: marketing, selling, issuing and administering vehicle protection products are exempt from chapter 481X and from the insurance laws of the State together, and 481R-4(d) sends service contracts regulated by 481X back the other way. 481R-11 forbids a warrantor's name containing "casualty", "surety", "insurance" or "mutual", or any word descriptive of those businesses, or a name deceptively similar to an insurer's, while expressly allowing "guaranty". The Division registers business entities only, at $225 to register and $75 to renew, and renews every 31 December. No examination, no course and no competence finding.

No national seller sells a course for this license, which is the same answer as the service contract provider registered under the neighbouring chapter and for the same reason.
