      a Hawaii producer license or a Hawaii reinsurance intermediary license, where the manager maintains an office in this State

    431:9B-102(b) is narrower than the broker's subsection in the way that matters: where the reinsurer is domiciled in Hawaii the manager must be a licensed producer in Hawaii, with no substantially-similar-state alternative of the kind 431:9B-102(a)(2) gives the broker. 431:9B-102(c) then adds a reporting power over the manager alone, letting the commissioner require any report. 431:9B-102(d)(1) issues "a reinsurance intermediary license" and a license granted to a firm or association authorizes its named members and designated employees, while one granted to a corporation authorizes its named officers, designated employees and directors. (d)(2) makes a nonresident applicant designate the commissioner as agent for service of process as a condition precedent, and name a Hawaii resident on whom notices and orders may be served. There is no examination, no course and no experience bar anywhere in article 9B. The Division issues the broker and the manager as two license types with two applications and the same $225 and $150 fees, which puts Hawaii with Alaska, Michigan, Texas and Virginia on two licenses and against Oregon, Vermont, Rhode Island, New Hampshire, Maine and Washington on one.

No national seller sells a course for this license, which is the same answer as the broker license beside it and for the same reason: article 9B examines nobody.
