Every way to qualify

More than one route leads to this license, and which one you take changes what you study and whether you sit the exam. There is no pre-licensing course among them: this license is qualified for by sitting the examination, a license held in another state or moving here already licensed.

  1. Route 1 Pass the examination

    State exam required

    HRS 431:9A-105(a) asks an applicant for a producer license to pass a written examination unless exempt under 431:9A-109, and 431:9A-106(a) is the closed list of what the commissioner must find before approving the application: at least 18 years old, no act that is a ground for a licensure sanction under 431:9A-112, the fees at 431:7-101 paid, the applicable examination passed within the two years immediately preceding the issuance of the license, and a full set of fingerprints for state and national criminal history checks. No course is in it. That two-year window is the most generous on this site, and it is the only one written against the issue date rather than the application date: Iowa allows 90 days, Idaho 180, Delaware and Arizona a year.

  2. Route 2 Hold the same line in another state

    Exempt from the state exam

    • an insurance producer license carrying the Accident and Health or Sickness line of authority in another state

    HRS 431:9A-109(a), subject to 431:9A-116. Somebody previously licensed for the same lines of authority in another state completes neither prelicensing education nor an examination, while that license is current or if the application arrives within 90 days of its cancellation with good standing certified by the other state or shown in the NAIC producer database.

  3. Route 3 Move to Hawaii and apply within 90 days

    Exempt from the state exam

    • 90 days Licensed as an insurance producer in another state carrying the Accident and Health or Sickness line of authority there, and applying to become a Hawaii resident licensee within 90 days of establishing legal residence.

    HRS 431:9A-109(b). Somebody licensed as a producer in another state who moves here has 90 days from establishing legal residence to apply as a resident licensee under 431:9A-106, written as a duty. No prelicensing educational component or examination is required for a line of authority previously held in the prior state except where the commissioner determines otherwise by rule.
