Negotiates life settlement contracts for the owner of the policy. Hawaii asks for a year on the life line, a broker license and a notification within thirty days, which is one more step than any other state here: elsewhere the year buys the license or the notification, not both.

    No state exam for this license

    The producer license and the year on it

    • 1 year a resident insurance producer license with a life line of authority, in Hawaii or in the producer's home state, held for at least one year

    and the notification, which the license does not replace

    • Notice to the commissioner on the prescribed form no later than thirty days from the first day of operating as a broker, with the fee, including an acknowledgment that the producer will operate as a broker in accordance with chapter 431C

    431C-3(c) is the entry test, a life producer duly licensed as a resident with a life line here or in the home state "for at least one year and is issued a broker license in this State", and 431C-3(d) is the notification within thirty days on top of it. Washington's RCW 48.102.021, read on 2026-08-19, has the identical year and the identical thirty-day notification and no separate license issued at all; Idaho's 41-1952 has the ten-day notification and no license either. Hawaii is the state that asks for both, and prices the license at $375 to issue and $300 to renew. 431C-3(f) is the same carve-out the other two write: an attorney, a certified public accountant, or a financial planner accredited by a nationally recognized accreditation agency, retained to represent the owner in their ordinary professional capacity and not paid directly or indirectly by the provider or purchaser, negotiates settlements without a broker license. 431C-3(g) runs issue and renewal through article 9A and inactivates the license automatically for non-payment. No examination and no course anywhere in the chapter.

No national seller sells a course for this license. Hawaii examines nobody for it and the qualification is a year on the life line of authority, which is time rather than study.
