Being the company itself

A motor vehicle rental company as defined by 431:9A-141, licensed as such; the license then authorizes the company's employees to act individually on its behalf and under its supervision in soliciting and selling the coverages, without licenses of their own
and disclosure material, ready before anything is sold

Brochures or other written materials readily available for review and dissemination to prospective renters, summarizing clearly and correctly the material terms of the coverages including the identity of the insurer, and disclosing what the statute requires be disclosed about them
431:9A-142(b) issues the license to the company and spreads it to its staff, and then fences what may be sold under it into five categories: personal accident cover for the renter and other occupants; liability, uninsured and underinsured motorist cover; personal effects cover; roadside assistance and emergency sickness protection; and incidental travel or vehicle related coverages sold in connection with the rental. 431:9A-142(b)(2) is the sentence that keeps the license in its place: the company and its employees "shall not advertise or otherwise represent themselves as licensed insurers, insurance agents, insurance producers, or insurance brokers". The Division prices this at $2,200 to issue and $1,200 to renew, against $150 and $90 for the travel and credit limited lines, and only the portable electronics vendor costs more. Chapter 437D, the Motor Vehicle Rental Industry law, sits behind it and the Division cites both.
