Cover for phones and their accessories sold at the point of sale, licensed to the vendor as a business entity and to nobody else. At $10,000 to issue and $5,000 to renew it is the dearest thing Hawaii licenses by a factor of four, and dearer than any producer license on this site; the only licenses here that cost more are pharmacy benefit manager licenses, in Massachusetts at $25,000, New York at $24,000 and Arkansas and Alaska at $20,000. It sits in its own article rather than among the limited lines.

    Being a business entity vendor

    • A vendor of portable electronics; the Division states that only a business entity may apply, and no individual version of this license exists

    and the designated person, and who else has to be named

    • An employee or officer of the vendor designated as responsible for the vendor's compliance, named on a sworn application with residence address and electronic mail address, filed through NIPR's attachment warehouse within seven days of the application; where the vendor draws more than fifty percent of its revenue from selling portable electronics insurance, the same information for every officer, director and shareholder of record beneficially owning ten percent or more of any class of registered securities

    and the registry of locations

    • A registry of vendor locations authorized to sell or solicit portable electronics insurance in the State, maintained by the supervising entity and open to the commissioner's inspection on ten days' notice during regular business hours

    Article 31 was enacted in 2012 and is not part of the limited licensing section at 431:9A-107.5, which is why a search of the producer article for portable electronics finds nothing. 431:31-102(a) requires the vendor to hold a limited lines license and (b) spreads it to every employee and authorized representative at every location where the vendor engages in portable electronics transactions. 431:31-107(c) dated the scheme: a vendor already transacting on 1 January 2013 had ninety days from the application form being made available, and anybody starting later needs the license first. (d) renews it biennially. What sets it apart on this site is the price. The Division charges $10,000 to issue and $5,000 to renew, where Maine charges $1,000 and $500 for the same license, Idaho $1,000 and $500 with a $100 cap at ten or fewer locations, and Washington $500 and $250. Nothing else Hawaii issues comes within a quarter of it: the next dearest is the motor vehicle rental company's $2,200.

No national seller sells a course for this license. Only a business entity may hold it, article 31 sets no examination, and the compliance burden falls on a designated employee or officer rather than on anybody who has studied for something.
