The one Hawaii adjuster license with no Hawaii paper in front of it. What stands in its place is a federal certification: a valid, unexpired Crop Adjuster Proficiency Program card, which the statute accepts as an examination approved by the Risk Management Agency of the United States Department of Agriculture.

    Domicile, which reaches beyond the State

    • Domiciled in Hawaii, or in a state that permits residents of Hawaii to act as adjusters in that other state

    and experience in crop insurance claims specifically

    • Experience, special education, or training in handling loss claims under crop insurance contracts, of sufficiently reasonable duration and extent to enable an individual to fulfill the responsibilities of an adjuster

    and the federal certification, in place of the Hawaii paper

    • CAPP Crop Adjuster Proficiency Program certification, evidenced by a valid unexpired card filed with the application, from National Crop Insurance Services, under a program approved by the Risk Management Agency of the United States Department of Agriculture

    431:9-222.5(a)(3) offers two ways to satisfy the examination limb, "a passing grade on the workers' compensation or crop insurance examination pursuant to section 431:9-206 or... a passing grade on an examination approved by the Risk Management Agency of the United States Department of Agriculture", and the Division has settled on the second: "Exam is not required to apply for crop adjuster license", with a valid unexpired Crop Adjuster Proficiency Program card filed through NIPR's attachment warehouse within seven days of the application instead, and again at every renewal. The card is the only qualification on this site that expires on somebody else's calendar. Note what Hawaii does not say. Washington's Office, reading the same program a day earlier, calls CAPP certification "the completion of pre-licensing education courses and the successful completion of a series of exams" and Hawaii's Division calls it a card; the same federal program is recorded here as each regulator describes it, which is why Washington carries a course requirement for its crop adjuster and Hawaii does not. 431:9-222.5(b) applies to this license too: the biennial extension is conditional on passing a reexamination.

No national seller sells a course for this license, and none could: Hawaii takes a Crop Adjuster Proficiency Program card in place of an examination, and that program's courses come from National Crop Insurance Services alone.
