Premium Finance Company

Lends the premium and takes the policy as security, under a license the Office renews every 1 May for $100. Doing it unlicensed is a misdemeanor. The oddity is in the paperwork: each authorized individual files a uniform producer application with the words Premium Finance written into the Other column of the limited lines grid.

    Competence, trustworthiness and good faith

    • A finding that the applicant is competent and trustworthy and intends to act in good faith in the capacity the license covers

    and reputation and background

    • A good business reputation, and experience, training or education qualifying the applicant for the business applied for

    and the authorized individuals

    • A uniform application for an individual insurance producer license completed by each authorized individual and attached to the company's application, with "Premium Finance" written into the Other column of the limited lines of authority grid on the Washington row, plus hard copy fingerprints from every one of them, which the Office will not accept electronically unless a resident licensee's prints are less than a year old

    RCW 48.56.030(1) makes financing insurance premiums without the license a misdemeanor, and 48.56.030(2)(b) prices it at $100 a year, renewable as of the first day of May. 48.56.040(2) is the whole qualification, three findings and, for a corporation, incorporation here or authority to transact business here. Subsection (3) lets the commissioner require sworn answers subject to the penalties of perjury and refuse a license over any officer, employee, stockholder or partner who could materially influence the applicant's conduct. 48.56.030(4) is the exemption that shapes the market: savings and loan associations, banks, trust companies, consumer loan companies, industrial loan companies and credit unions authorized here need no license, though the conduct rules at 48.56.080 through 48.56.130 still reach their premium finance transactions. There is no examination, no bond and no course.
