Service Contract Provider
Sells the extended warranty on the vehicle, the appliance or the home heating fuel service, under a registration rather than a license. The whole qualification is money: $200,000 of net worth behind a reimbursement insurance policy or a bond, or $100,000,000 and no insurance at all. Washington registers the provider and expressly does not register the administrator.

Audited financial statements, or a form 10-K or 20-F filed with the Securities and Exchange Commission, proving a net worth or stockholder's equity of $100,000,000 and no reimbursement insurance at all, which a parent company's statements may satisfy where the parent has given the commissioner a written guarantee

The basic organizational documents, the identity of the executive officers directly responsible for the service contract business, and, where more than half of gross revenue comes from selling service contracts, the directors and any stockholder beneficially owning ten percent or more of a class of securities
RCW 48.110.030(1) bars acting as, offering to act as, or holding oneself out to be a service contract provider without the registration, and bars the sale of the contract itself to a Washington consumer. The Office is blunter: solicitation or issuance without registration "is an illegal act of insurance" punishable under chapter 48.15 RCW, and the registration is valid only for the named company and cannot be used by an affiliate. $250 to apply under 48.110.030(2)(d) and $200 a year to renew on 1 July under 48.110.030(5), and a registration not renewed expires on the June 30th before. Subsection (6) gives thirty days after the end of the month to report any material change. The sentence worth carrying is the Office's own on chapter 48.110: "This chapter does not provide for the registration of administrators."Two dated changes sit on this registration now. From 2025-07-27 a provider may use more than one reimbursement insurance policy, though one contract may sit under only one of them. And a rule the Office updated on 2026-03-12, effective 2026-04-12, applies WAC 284-20C-020 to motor vehicle tire and wheel, dent, windshield and key fob contracts, which from 2027-01-01 must be filed with the Office for approval.
