Reinsurance Intermediary
One license and two classes: the broker places cessions for a ceding insurer without power to bind, and the manager binds or manages reinsurance business for a reinsurer. The application is a single packet with a box to tick, and the fee is $50 one way and $100 the other.

Trustworthiness, of the applicant and of everybody named

A finding that the applicant, everybody named in the application, and each member, principal, officer, director and controlling person of it is trustworthy, has given no cause for revocation or suspension of a license, and has failed no prerequisite

A bond in an amount and from an insurer acceptable to the commissioner for the protection of the reinsurer, and an errors and omissions policy in an amount acceptable to the commissioner, both of which RCW 48.94.010(3) leaves to the commissioner's discretion and neither of which reaches the broker
RCW 48.94.010(1) and (2) turn on where the office is. A broker with an office in Washington must be licensed here; one with an office elsewhere must be licensed here or in another state whose scheme is substantially similar. A manager must be licensed here for a reinsurer domiciled here, or with an office here, and for a nondomestic reinsurer must be licensed here or in a substantially similar state. Subsection (4) then issues one thing, "a reinsurance intermediary license", and a license issued to a firm or corporation authorizes its named members, officers, designated employees and directors to act under it. The Office runs the same shape administratively: one application packet with a box for broker or manager, an authorized officer's signature, a notarized service of process form, and two fees, $50 for a broker and $100 for a manager. Subsection (7) exempts Washington attorneys acting in their professional capacity, which is the same exemption Maine writes at 742(7) and Idaho at 41-5103(6). No examination, no course and no experience bar anywhere in the chapter.

No national seller sells a course for this license. Chapter 48.94 RCW contains no examination, no course and no experience bar, and the whole application turns on trustworthiness and where the office is.
