Idaho's limited lines are lines of authority on the producer license rather than licenses of their own, and the Department says so in one sentence: "Limited Lines of authority do not have their own license, they are lines of authority that can be held on a Producer license." 41-1008(1)(g) is where they come from, the paragraph that ends the six named lines with "any other line of insurance permitted under state laws or rules". What separates them from a major line is the examination, and the Department's own Limited Lines Producer Pre-Licensing Manual states it flatly: "There is no testing requirement for a Limited Lines License."What stands in its place is the manual itself and an attestation. An applicant reads the manual, is fingerprinted, applies through NIPR, and emails the attestation page from the manual and a criminal history request and release form, with a non-refundable $80 fee. The Department's limited lines page puts the attestation exactly where the pass slips would go for a major line: "follow all the same steps as a producer, except the attestation page needs to be submitted in lieu of pass slips."A self-study manual with a signed attestation and no examination is not a course requirement and nothing can be sold against it, but it is the closest thing to one that this state asks of anybody. 41-1092(1) lets the director issue the limited lines travel insurance producer license to an individual or a business entity, and the Department's manual then describes how Idaho actually uses it: "Idaho requires a wholesale business entity and a Designated Responsible Licensed Producer (DRLP) to both be licensed as producers with the Travel limited line of authority."Two licensees for one operation. The travel retailer under them holds nothing. 41-1092(2)(b) puts it on a register instead, kept by the licensee on the director's form, updated at least annually and filed with the Department every 1 March, carrying each retailer's name, address, contact information, federal tax identification number and an officer or person who directs its operations, with a certification that the retailer complies with 18 U.S.C. 1033. The licensee also reports its Idaho written premium annually. 41-1092(2)(f) is the training requirement and it falls on the licensee rather than on the applicant: every employee and authorized representative of the retailer whose duties include offering travel insurance must receive a program of instruction, subject to review by the director, covering the types of insurance offered, ethical sales practices and the required disclosures. 41-1092(4) then draws the line an unlicensed retailer may not cross: no evaluating or interpreting the technical terms, benefits and conditions of the cover, no advice about the customer's existing insurance, and no holding out as an insurer, producer or insurance expert. 41-1092(3)(c) makes the retailer print that limit for the customer to read. One limit runs across all of them and it is easy to miss: "We will not issue an additional limited line if you hold the major line which covers it in Idaho or the limited line is not listed by name on your home state license."So a producer already holding Casualty or Personal Lines cannot add the limited line underneath it, and a nonresident cannot add a line their own state does not name.

No national seller sells a course for this license. Nothing could: this limited line takes no examination, and the training in the scheme is the licensee's own program for the travel retailers underneath it, reviewable by the director rather than bought from a school.
