Every way to qualify
More than one route leads to this license, and which one you take changes what you study and whether you sit the exam. There is no pre-licensing course among them: this license is qualified for by sitting the examination, a license held in another state or moving here already licensed.

Route 1 Pass the ID Independent Adjuster examination

Idaho Code 41-1104(1) is a closed list of four qualifications and no course is in it: a natural person at least 21 years old, which is three years above the producer bar at 41-1007; trustworthy and of good character and reputation as to morals, integrity and financial responsibility, with no conviction of a crime deemed relevant under 67-9411(1); either a salaried employee of a licensed adjuster or experience, special education or training in investigating and settling claims of sufficient duration and extent to satisfy the director of competence; and, "If required by the director", a written examination on an adjuster's duties and the transactions the license covers. The examination is a discretion in the statute and a requirement in practice, and the Department answers it in its own FAQ: "Idaho offers a General Lines Adjuster exam called ID Independent Adjuster."That name is worth noting because the sellers use it, which is rare: WebCE's Idaho adjuster product is headed ID Independent Adjuster, not a family name of its own. The second half of paragraph (c) is the shape Mississippi has and almost nobody else: experience or special education or training "of sufficient duration and extent reasonably to satisfy the director", with no hours attached to any of the three. It is not a course requirement and it cannot become one, because there is no number for a school to sell against. 41-1106 draws the license narrowly: "Under his license an adjuster shall have authority to act as adjuster on behalf of the insurer only as to losses under insurance contracts."Acting for the insured is the public adjuster's license, in a different chapter. 41-1104(2) licenses a firm or corporation where each individual exercising the license powers is separately licensed or named in the entity license and separately qualified, with a full extra license fee for every named individual after the first. Two things Idaho does not license follow from the same chapter. 41-1107 makes the emergency adjuster an exemption rather than a license: no license or qualification is required of an adjuster sent into Idaho by an authorized insurer or adjusting firm to investigate or adjust a particular loss, to assist or substitute temporarily for a licensed adjuster who is incapacitated by illness, injury or any unforeseeable incident, or to adjust a series of losses from a catastrophe common to all of them. And the Department states the other in its own FAQ: "Are Staff Adjusters required to be licensed in Idaho? No, salaried employees of an insuring company are not required to be licensed in Idaho."

Route 2 Hold an adjuster license in another state

an adjuster license in another state, current, or cancelled within the last 90 days with that state certifying good standing at cancellation or the NAIC producer database showing it
41-1108 applies the producer chapter's provisions to adjusters, so 41-1012's exemption from examination reaches this license: somebody previously licensed for the same authority in another state completes no prelicensing examination while that license is current, or where the application arrives within 90 days of its cancellation with good standing certified or shown in the NAIC database. 41-1103 then adds a rule about Canada that no other state on this site writes twice over. A resident of Canada may not be licensed as a resident adjuster, and may not designate Idaho as a home state, unless they have passed the Idaho adjuster examination; and a resident of Canada may not be licensed as a nonresident adjuster at all unless they already hold a resident or home state adjuster license in another United States jurisdiction. Idaho does grant designated home state status, which is not true of every state here, and the Department publishes a separate instruction sheet for it alongside the resident and nonresident ones.

Route 3 Move to Idaho and apply within 90 days
Exempt from the state exam

90 days Licensed as an adjuster in another state, moving to Idaho, and applying to become a resident licensee within 90 days of establishing legal residence.
41-1012(2), reaching this license through 41-1108. The 90 days run from establishing legal residence rather than from the application, and Idaho writes it as a duty rather than an option. What does not travel with the applicant is the fingerprinting: the Department requires prints for an Idaho license and does not accept prints taken for another purpose.
