Idaho's limited lines are lines of authority on the producer license rather than licenses of their own, and the Department says so in one sentence: "Limited Lines of authority do not have their own license, they are lines of authority that can be held on a Producer license." 41-1008(1)(g) is where they come from, the paragraph that ends the six named lines with "any other line of insurance permitted under state laws or rules". What separates them from a major line is the examination, and the Department's own Limited Lines Producer Pre-Licensing Manual states it flatly: "There is no testing requirement for a Limited Lines License."What stands in its place is the manual itself and an attestation. An applicant reads the manual, is fingerprinted, applies through NIPR, and emails the attestation page from the manual and a criminal history request and release form, with a non-refundable $80 fee. The Department's limited lines page puts the attestation exactly where the pass slips would go for a major line: "follow all the same steps as a producer, except the attestation page needs to be submitted in lieu of pass slips."A self-study manual with a signed attestation and no examination is not a course requirement and nothing can be sold against it, but it is the closest thing to one that this state asks of anybody. Pet is one of the three limited lines the Department's manual sets out by name, alongside credit and travel, and the manual describes the product rather than the law: a policy the owner of an animal buys to offset veterinary costs, priced by the animal and by the share of the bill the owner wants covered. There is no chapter of the Idaho Code devoted to it and no separate qualification; it exists as a line of authority under 41-1008(1)(g) because the director permits it. Idaho is one of a small group of states here that names pet insurance as a line at all. Rhode Island's chapter 27-83, from 2026, creates no license and puts a training duty on the insurer instead; Utah issues a pet insurance license; Vermont and Delaware name neither. One limit runs across all of them and it is easy to miss: "We will not issue an additional limited line if you hold the major line which covers it in Idaho or the limited line is not listed by name on your home state license."So a producer already holding Casualty or Personal Lines cannot add the limited line underneath it, and a nonresident cannot add a line their own state does not name.
