41-1223(1) stacks three things in one sentence: a current producer license for property or casualty insurance, "at least two (2) years' experience as a producer for the lines of insurance for which he is seeking to be licensed as a surplus line broker", and the director's judgment that the applicant is competent and trustworthy with respect to handling surplus lines. The two years are the point. Maine, Alaska and Oregon each stack a surplus lines authority on a property and casualty producer license and none of the three asks for time served. Four states here do ask, and Idaho's two years is the shortest of them: Alabama, Utah and West Virginia each ask three. So the examination in front of this license is the property or casualty producer paper, sat two years earlier. 41-1223(4) then subjects the license and the licensee to the producer chapter, which is where the renewal cycle, the continuing education and the reporting duties come from. There is no separate surplus lines paper. What the license is for sits in 41-1214: a coverage must first be rejected by admitted insurers before it can be written in the surplus lines market, except for coverages on the director's list of eligible lines for export under 41-1216, and it may then be placed only with an insurer on Idaho's own White List or on the NAIC Quarterly Listing of Alien Insurers.

No national seller sells a course for this license. There is no surplus lines paper in Idaho. 41-1223 stacks the license on a property or casualty producer license held for two years, so the examination underneath it is the producer one, which has a course list on this site.
