The Commissioner may require a manager to file a bond for the protection of the reinsurer, in an amount and from an insurer the Commissioner finds acceptable, and to maintain an errors and omissions policy in an amount the Commissioner finds acceptable. Neither is fixed in the statute and neither reaches the broker license.
G.L. c. 175, section 177O(B) is the granting sentence and it has three limbs: no manager may act for a reinsurer domiciled here, or keep an office here, unless licensed as a producer here, and no manager may act in another state for a nondomestic insurer unless licensed as a producer here or in a substantially similar state or licensed here as a nonresident. Section 177O(C) is the asymmetry with the broker, and it is discretionary in both halves. Section 177S carries the fourteen provisions the contract must contain, lettered (a) to (n), including a monthly accounting, a fiduciary account, three years of records after the contract expires, and a bar on the manager binding retrocessions or committing the reinsurer to a joint venture without the reinsurer's written approval. The Division's page cites those provisions to "Section 177O, parts a-n"; section 177O runs to (E) and it is section 177S that runs to (n).

Currently licensed and in good standing at home, the home application or a uniform application sent to the Commissioner, and a home state that awards nonresident reinsurance intermediary licenses to Massachusetts residents on the same basis, plus the designation of the Commissioner as agent for service of process.

The written contract approved by the reinsurer's board, filed with the Commissioner at least thirty days before any business is assumed or ceded through the manager. It conditions the business rather than the class of applicant, so it is on both routes.
The Division's manager page differs from its broker page in one word and it matters: the nonresident manager must have held "an insurance producer license for the types of insurance you plan to handle for at least three years", where the broker page ties the three years to the resident producer license and the Producer Database. Section 177O(B)(1) is stricter than either for one class of applicant: a manager acting for a reinsurer domiciled in Massachusetts must hold the Massachusetts producer license, with no substantially similar state standing in for it. Section 177U puts a duty on the reinsurer rather than the licensee, to obtain an audited financial statement of every manager it engages each year and, where the manager sets loss reserves, an actuary's opinion on their adequacy.

No national seller sells a course for this license. The way in is three years on a producer license the applicant already holds, and the examination section 177O(D)(1) names appears neither on Pearson's list of Massachusetts papers nor on the Division's own page for this license.
