Public Insurance Adjuster
Works a property loss for the policyholder rather than for the insurer, on a written contract the Commissioner has approved. It is the only adjuster license Massachusetts issues, it is closed to anybody who has not sat the state paper, and it is the only license here that asks for two years of claims work before the examination rather than after it.

2 years Two years performing services in connection with the adjusting of property losses, proved by a letter verifying the experience. The Division counts work for a public, company or independent adjuster, construction, building restoration or estimating work related to property losses, and insurance claims handling, estimating, negotiation or property damage assessment.

The Massachusetts Public Adjuster examination, sat in person at a Pearson test center. Residents and nonresidents alike sit it, and the statute says what it covers: building construction techniques and materials as well as insurance principles and coverage.

A licensee is a resident of the commonwealth, or a bona fide resident of a state or country that permits residents of the commonwealth to act as adjusters there. Massachusetts opens the license to a nonresident on that condition and still asks for the examination.

A passing score report, a written adjusting contract on a form the Commissioner has approved, a passport-style photograph, the experience letter, and a Massachusetts Criminal Offender Record Information background check report, all uploaded to the NIPR Attachments Warehouse.
G.L. c. 175, section 172. The Commissioner may issue the license to a suitable person of 21 years of age or more who is trustworthy and competent, on the fee, a written application executed on oath, two passport sized photographs taken within 60 days, and a certified copy of a criminal background check. The experience limb is a separate sentence and it is absolute: "No application shall be filed unless and until the applicant shall demonstrate that he has 2 years experience performing services in connection with adjusting of property losses."The license runs three years and renews without a further written examination. There is no course anywhere in the section and no waiver of the examination anywhere either, which is why this license has one route. Hawaii is the only other state on this site that closes an adjuster examination to everybody, and it says so on the Division's page; Massachusetts says it twice, once by leaving the exemption out of the statute and once on the licensing page, "Both resident and non-resident applicants must pass the examination."
