ORS 735.450 is two sentences and both of them matter. The first bars anybody from procuring a surplus lines contract with a nonadmitted insurer for an Oregon home state risk unless they are licensed under ORS chapter 744 to transact surplus lines insurance. The second is the entire qualification: "A person may obtain a license to transact surplus lines insurance only if the person is licensed as an insurance producer under ORS chapter 744 to transact property and casualty insurance."There is no prelicensing course anywhere in it, no hour count, and no separate examination, so the study a surplus lines applicant does is the study for the property and casualty classes they already hold. Oregon puts every class on one producer license, so this is a second license rather than a further class on the first, which is the arrangement ORS 744.062 does not extend to surplus lines.
