An application on the department's form with the fee set by rule, naming an employee, agent or authorized representative responsible for the vendor's compliance with ORS 646A.820 to 646A.838 and their street address, and naming an Oregon agent for service of process in the manner of ORS 59.155, with the contact information updated annually

A training program developed by the insurer or by the supervising entity that issued the policy, completed by every employee, agent and authorized representative directly engaged in selling, covering basic instruction about the cover and the disclosures required by ORS 646A.829, and supplemented by an education program run by the insurer's or supervising entity's own employees where it is delivered electronically
ORS 646A.823(1) is the granting sentence and the chapter it sits in is the finding: portable electronics insurance is regulated under ORS chapter 646A, Trade Regulation, rather than under the Insurance Code at chapters 731 to 752, even though the license is the Department of Consumer and Business Services' own and the Division of Financial Regulation administers it. Searching the Insurance Code for it returns one thing, the definition at ORS 744.515(1)(b), and that is there to exempt somebody from the adjuster license rather than to create this one. The section numbers moved and the old ones are still in circulation. What is now 646A.820 to 646A.838 was 646A.575 to 646A.592, and the renumbering shows in the statute's own credits, where 646A.820 reads "[Formerly 646A.575]" and 646A.823 reads "[Formerly 646A.577]". 646A.823(3)(a) runs the license two years, and the Division adds the detail the statute leaves out: it expires on the last day of the same month it was issued in, the license class is "portable electronics vendor", it is available only to a business entity that sells portable electronic devices, and it costs $200 to start. 646A.823(4) forbids the vendor to hold itself out as licensed to sell any other kind of insurance. 646A.832(1) is why nobody behind the counter is licensed, and 646A.832(3) is the price of that: the acts of an employee, agent or authorized representative selling under this section "are deemed to be the acts of the vendor policyholder". 646A.820(5) counts a website, a call center site or a similar electronic or telephonic location as a location, so the reach of one license is wider than the shops.

No national seller sells a course for this license. Nothing could: ORS 646A.823 issues the license to the vendor on an application and a fee, and ORS 646A.832(1)(b) puts the training of everybody selling on the insurer or the supervising entity that wrote the policy.
