    • An application submitted to the department on the form it prescribes by rule, and a fee in the amount the department adopts by rule

    ORS 735.532(1) forbids transacting or purporting to transact business as a pharmacy benefit manager in Oregon without the license, and 735.532(2) is the whole of what it takes to get one: an application on the department's form and a fee set by rule. There is no examination, no course, no bond, no net worth test and no finding about the applicant's competence anywhere in the section, which makes it the thinnest license qualification Oregon writes. 735.532(3) renews it every 12 months, where the adjuster and the consultant renew on a two-year cycle, and 735.532(5) fixes the fee by reference to cost rather than to a figure: it "must be sufficient to pay the department's reasonable costs in administering ORS 735.530 to 735.552", so no amount is published in the statute to print here. What the license carries is on the other side of it. 735.533 lets the department deny, suspend or revoke on complaint, and the reporting duties are the real burden: an annual report of the aggregated rebates, fees, price protection payments and other manufacturer payments received, split between what was passed on to carriers or to enrollees at the point of sale and what was kept as revenue, plus dispensing fees, administrative fees and money made through spread pricing. That report is confidential, and the department publishes the aggregate of all of them by 1 October each year. Oregon puts a second license over the same ground: ORS 744.702(2)(b) brings a pharmacy services administrative organization inside the third party administrator license, and 744.702(3) exempts one that is not owned by a pharmacy benefit manager and earns only monthly service fees unconnected to drug pricing or volume.

No national seller sells a course for this license. Nothing could: ORS 735.532(2) asks for an application on the department's form and a fee, and nothing else. There is no examination to prepare for and no competence finding to study toward.
