A designated employee who is a licensed insurance producer, responsible for ensuring the limited lines travel insurance producer's compliance with Oregon's laws, rules and regulations

A register established at the time of licensure and maintained afterwards, carrying the name, address, contact information and federal tax identification number of every travel retailer acting at the producer's direction and the name and contact details of an officer or person who directs or controls each of them, produced to the director within 30 days of a request
ORS 744.104(1)(a) lets the director issue the license to a person who has filed an application in the form and manner the director prescribes, and requires the licensee to be licensed to solicit, offer, negotiate or sell travel insurance through a licensed insurer. There is no prelicensing course, no hour count and no examination anywhere in ORS 744.101 to 744.121. 744.104(1)(b) is the sentence that decides whether an applicant needs this license at all: a person already licensed as an insurance producer in the classes of casualty insurance or property insurance may solicit, negotiate and sell travel insurance without an insurer's appointment, so somebody holding either of those Oregon classes has no reason to take this out. What the license buys instead is the power at 744.104(2) to direct travel retailers, who may then offer and disseminate travel insurance and be paid for it. The conditions on that power are at 744.104(3): the disclosures at (a), the register of retailers at (b) and (c), a certification that each retailer complies with 18 U.S.C. 1033 at (d), and a designated producer employee answerable for compliance at (e), who along with the president, secretary and treasurer is subject to (f). 744.104(6) makes the producer responsible for the acts of every retailer it has directed.
