Insurance Producer

Oregon puts every class of insurance on one license, so a second class is twenty more hours on the same license rather than a new one. The classes are life, health, property, casualty, variable life and annuities, personal lines, limited class credit, other limited classes, and title, which only a resident may hold.

More than one route leads to this license, and which one you take changes what you study and whether you sit the exam. They are listed in full because the course is only the first of them.

Route 1 Take the 20-hour course

State exam required
- 20 hours of prelicensing course of study for each class of insurance applied for
Twenty hours per class of authority, which the Division lists as the first step to a resident license. Oregon does not require the course to be state-approved, which is why no row below carries an approval badge and none should. ORS 744.059(1)(c) asks only that the applicant, when the director requires it, "has completed a prelicensing course of study for the lines of authority for which the person has applied", and the same statute uses approval language where it means it: subsection (4) makes an insurer's program of instruction for limited class credit producers "subject to review and approval by the director". The Division publishes a list of online prelicense training schools and says in the paragraph above it that it does not control those schools or their content. The twenty is the Division's figure; the statute fixes no number.

Route 2 Hold or have held the same class in another state

Exempt from the state exam
- an insurance producer license for the same classes of insurance in another state
ORS 744.067(1), and it removes the course and the examination together. Either that license is current, or the application reaches the director within ninety days of its termination and the other state certifies that the applicant was in good standing then. The NAIC Producer Database showing the applicant licensed and in good standing for the class requested does instead of the certificate.

Route 3 Move to Oregon and apply within 90 days

Exempt from the state exam
- 90 days Licensed as an insurance producer in another state, moving to Oregon, and applying for the resident license within ninety days of establishing legal residence. It reaches the classes held in the other state and no others.
ORS 744.067(2). Ninety days is not a courtesy here but the qualifying condition: the statute says a person licensed elsewhere who moves to Oregon must apply within ninety days of establishing residence in order to qualify under ORS 744.059 at all. The Division's own instructions add the step the statute does not, which is to surrender the previous resident license or convert it to a nonresident one first.

Route 4 Hold a CPCU or a CLU

Exempt from the state exam
- CPCU Chartered Property Casualty Underwriter, for the property and casualty classes, from the American Institute for Chartered Property Casualty Underwriters
- or
  CLU Chartered Life Underwriter, for the life and health classes, from The American College
ORS 744.067(3) names these two and no others, and each reaches only its own half of the catalogue: the CPCU for property or casualty, the CLU for life or health. The exemption is not automatic. It applies where the director is satisfied, by examination or otherwise, that the applicant knows the applicable provisions of the Insurance Code, so the statute holds back the power to test somebody it has just exempted from the test. Subsection (4) lets the director recognize further designations by weighing the content, quality and scope of what each one required; none beyond these two is named in the statute.
