A register, on a form the commissioner prescribes, listing every travel retailer offering travel insurance on the licensee’s behalf, with that retailer’s name, address, contact information, an officer or person who directs or controls its operations, and its federal tax identification number, updated annually; a designated responsible producer and the officers fingerprinted as producers are in the licensee’s resident state; and a program of instruction for every retailer employee whose duties include offering travel insurance
RSA 402-L:3, I issues the license "pursuant to the provisions of RSA 402-J" to an individual or a business entity, and RSA 402-L:3, II(b) then says the thing that decides this page: "Limited lines travel insurance producers, and those registered under its license, are exempt from all examination requirements."That is an exemption written into the travel chapter rather than into the producer chapter, and it is the only line of authority in New Hampshire whose examination is removed by name. What the licensee carries instead is other people. RSA 402-L:4, I lets a travel retailer offer travel insurance with no license at all once the limited lines producer has registered it, and the licensee owes each of the retailer’s selling staff a program of instruction covering the types of insurance offered, ethical sales practices and the required disclosures, which the commissioner may review. That is the employer-duty shape this site has now met in Texas, Delaware, Iowa, Michigan, Rhode Island and Alaska. An unlicensed retailer employee may not interpret the terms, advise on existing cover, or hold themselves out as an insurer, a producer or an expert. And RSA 402-L:3, V makes the license unnecessary for most people who would want it: anyone licensed in a major line of authority may already sell, solicit and negotiate travel insurance, and a property and casualty producer needs no appointment to do it.
