Every way to qualify

More than one route leads to this license, and which one you take changes what you study and whether you sit the exam. There is no pre-licensing course among them: this license is qualified for by a license already held or a license held in another state.

  1. Route 1 Hold a producer or reinsurance intermediary license and be found trustworthy

    • a New Hampshire insurance producer license or a New Hampshire reinsurance intermediary license; for a broker keeping an office in another state, a producer or reinsurance intermediary license in this state or in another state with a substantially similar law

    RSA 402-F:2, I and II set the producer license as the condition, once for the reinsurance intermediary broker and three times for the manager, and RSA 402-F:2, IV then issues a single "reinsurance intermediary license" to anybody who has complied with the chapter. New Hampshire writes both roles into the chapter, an RB who places reinsurance for the ceding insurer and an RM who binds for the reinsurer, with different contract provisions and different books and records duties, and issues one license covering both. That puts it with Vermont and Rhode Island, and against Michigan and Alaska, which write the same two definitions and issue two licenses. The statute’s vocabulary has never decided this in any state. A license issued to a firm authorizes every member and designated employee named in the application, and one issued to a corporation every officer, director and designated employee named, so the license names the people rather than only the entity. RSA 402-F:2, VI lets the commissioner refuse on untrustworthiness alone, and furnish a summary of the reasons on written request, which is privileged and outside the right-to-know law. RSA 402-F:2, VII exempts a licensed New Hampshire attorney acting in their professional capacity.

  2. Route 2 Hold the license or a producer license in your home state

    Exempt from the state exam

    • a resident reinsurance intermediary or insurance producer license in the applicant’s home state, in good standing, where that state licenses New Hampshire residents on the same basis

    RSA 402-F:2, V, and it is written as a duty on the commissioner rather than a discretion: the commissioner "shall issue" the nonresident license on four conditions. The first is wider than most reciprocity clauses, because it accepts either a resident reinsurance intermediary license or an insurance producer license in good standing at home. The fourth is the usual one that can close the route without anything changing here: the home state has to award nonresident licenses to New Hampshire residents on the same basis.
