Every way to qualify

More than one route leads to this license, and which one you take changes what you study and whether you sit the exam. There is no pre-licensing course among them: this license is qualified for by experience, a license held in another state or moving here already licensed.

  1. Route 1 Pass the examination and show five years in the insurance business

    State exam required

    Five years of experience

    • 5 years A minimum of five years experience in the insurance business, with some of that experience involving claims adjusting, or other experience the commissioner considers sufficient

    and financial responsibility

    • A surety bond of at least $20,000 in favor of the state, or an irrevocable letter of credit of at least $20,000 from a qualified financial institution, kept in force; the authority to act terminates automatically if it lapses or becomes impaired

    and a place of business

    • An office maintained in New Hampshire with public access during regular business hours

    RSA 402-D:5, I is a list of nine findings and no course is among them, but three of the nine are heavier than anything the ordinary adjuster license asks. Paragraph (i) is five years experience in the insurance business, some of it in claims adjusting, or other experience the commissioner considers sufficient, which is the longest experience bar attached to a public adjuster license on this site; Vermont asks two years and Delaware delegates the question and has never used the delegation. Paragraph (f) requires an office in New Hampshire with public access during regular business hours, which three other public adjuster licenses here also require: Idaho, Illinois and Nebraska all carry the clause from the NAIC public adjuster model act, and Idaho and Illinois accept an office in the home state of residence where New Hampshire and Nebraska want one in the state itself. And paragraph (d) sends the applicant to RSA 402-D:11 for $20,000 of financial responsibility, as a surety bond in favor of the state or an irrevocable letter of credit, with the authority to act terminating automatically the moment it lapses or becomes impaired. RSA 402-D:6 is the examination, on the duties of an adjuster and the insurance laws and rules of the state. RSA 402-D:3, II forbids holding this license and acting as an RSA 402-B adjuster for an insurer at the same time, which is the same mutual exclusion Rhode Island writes at 27-10-5(c).

  2. Route 2 Hold a public adjuster license in another state that examined you

    Exempt from the state exam

    • a public adjuster license in another state issued on the strength of a public adjuster examination, current, or cancelled within the last 12 months with good standing certified by that state or shown in the NAIC database

    RSA 402-D:7, I, and the qualifier that matters is "based on a public adjuster examination". RSA 402-D:7, III is the one most states leave out: somebody previously licensed as a public adjuster in New Hampshire itself, whose license was cancelled within the last 12 months in good standing, sits no prelicensing examination either. RSA 402-D:8 is the separate nonresident license, and RSA 402-D:5, I(a) makes room for it by letting an applicant qualify here either by being eligible to designate New Hampshire as a home state or by being a nonresident who is not eligible under RSA 402-D:8.

  3. Route 3 Move to New Hampshire and apply within 90 days

    Exempt from the state exam

    • 90 days Licensed as a public adjuster in another state on the strength of a public adjuster examination, and applying to become a New Hampshire resident licensee within 90 days of establishing legal residence.

    RSA 402-D:7, II, written as a duty: a public adjuster who moves here "shall make application within 90 days". It removes the examination and nothing else, so the five years of experience, the office and the bond in RSA 402-D:5 still stand.
