More than one route leads to this license, and which one you take changes what you study and whether you sit the exam. They are listed in full because the course is only the first of them.

  1. Route 1 Complete fifteen hours of life settlement training

    No state exam for this license

    • 15 hours of training or education related to life settlements and life settlement transactions

    RSA 408-D:3, VI(b)(2) is the only pre-licensing hour count anywhere in New Hampshire insurance law, and it is easy to miss because it sits inside a list of character findings: the commissioner issues the license on finding that the applicant "has a good business reputation and has had 15 hours of training or education related to life settlements and life settlement transactions so as to be qualified in the business for which the license is applied". The statutory slot for producer prelicensing education has been empty since 2008, and this chapter, enacted in 2010, put fifteen hours back for one license. The chapter names no approved provider, keeps no register and sets no delivery method, so nothing sold can be recorded as satisfying it in advance; what the commissioner is finding is that the applicant has had the training, not that a school was approved to give it. RSA 408-D:3, IX then repeats the figure as a continuing requirement, 15 hours a year for as long as the license is held. RSA 408-D:3, V is the other half of the qualification: a life settlement producer who solicits or negotiates a contract has to be appointed by the provider, which files the notice within 15 days and pays an appointment fee.

  2. Route 2 Hold a life producer license for a year and notify the commissioner

    No state exam for this license

    • a resident or nonresident life insurance producer license carrying the life line of authority, in New Hampshire or the applicant’s home state, held for at least one year

    RSA 408-D:3, I(b)(1) deems a life producer of a year’s standing to meet subparagraphs VI(b)(1) and (2), and (2) is the fifteen hours. So the training requirement on the route above is waived by a year of holding a life line, and what is left is the financial responsibility the commissioner may ask for under VI(b)(3). The step is a notification rather than an application: within 30 days of first operating as a life settlement producer, the producer tells the commissioner on the prescribed form, pays the fee and acknowledges that the chapter binds them. RSA 408-D:3, I(c) then carves three professions out of the license altogether, an attorney, a certified public accountant and an accredited financial planner retained to represent the viator and not paid by the provider.

A course is required and nobody sells one

This is the only pre-licensing hour count in New Hampshire and nothing is sold against it: the chapter names no approved provider, keeps no register and sets no delivery method, and no national seller carries a life settlement course in any state on this site. A life producer of a year’s standing does not need the fifteen hours at all.
