NRS 692A.100(1) does not license the title agent itself. It obliges the Commissioner to "provide by regulation for the licensing of title agents, their branch offices, direct writing title insurers and escrow officers", so the qualification is in NAC 692A and not in the statute. NAC 692A.040 is the closed list for a natural person: at least 18; for a title agent's license, appointed an agent by an authorized title insurer or authorized to act by a licensed title agent that is a firm or corporation; and competent, trustworthy and financially responsible. NAC 692A.030 is the application, which must be verified by the applicant and must carry the name and address of every employer for at least the two years before applying, a description of the applicant's title insurance or escrow experience and evidence of their knowledge of Nevada insurance law, and a statement of any prior license, refusal, suspension, revocation or cancelled agency contract. There is no pre-licensing course and no hour count, and unlike the escrow officer the title agent has no prescribed written examination: the escrow officer's examination at NRS 692A.103(1)(b)(2) is an alternative to a year of experience, and no equivalent appears for the title agent. NAC 692A.050 licenses a firm or corporation only as a title agent, never as an escrow officer, and makes each general partner and each authorized natural person file the same information and fees.
