Steps 4 and 5 of the Department's instruction sheet. No examination of its own and no pre-licensing hours of its own: the qualification is the underlying producer license, which carries both. Privilege tax $100, renewal $100, expiring biennially on the last day of the producer's birth month. The Department's renewal note repeats the same two conditions at every renewal, so the appointment has to be kept alive as well as taken. Registration with the Mississippi Surplus Lines Association is a separate form the Department links beside the application.

Steps 6, 7 and 8. A nonresident may be licensed on the reciprocal agreement between Mississippi and the home state, with status verified through the NAIC producer database, and is then "not required to hold a Mississippi Insurance Producer license with property and casualty lines of authority and one MS P&C appointment". The exception has a limit written into it: a nonresident whose home state does not license surplus lines producers at all must meet the resident conditions instead.
