Serves as trustee, manager or administrator for a licensed insurer or its insureds in running an insurance program the insurer underwrites. The Department's definition excludes attorneys at law by name, and the license comes with a prohibition rather than a permission: it does not let the holder sell to the public.

A letter of appointment from each insurance company named on the application, signed by an officer of the company or by somebody the company has authorized in a letter on file with the Department, setting out in full what functions the agent will perform for that insurer.
The Department's definition: "any person, partnership, association or corporation having authority to serve as trustees, managers, or administrators (except attorneys-at-law) for such licensed insurance companies or their insured in the handling of insurance programs underwritten by such licensed insurance companies."Step 6 is the limit: "This license does not entitle the agent or corporation to directly solicit from the public."No examination and no course. Privilege tax $100, renewal $100, biennial on the birth month with a minimum term of 13 months, reinstatable within twelve months on the fee plus fifty percent.
