Decides whether somebody else's medical care was necessary and appropriate in Mississippi. It is the newest thing the Insurance Department certifies and it did not used to be the Department's at all: the Prior Authorization Reform Act moved it across from the State Department of Health on 1 July 2024.

The Department's certification and recertification packet, filed with the application. The minimum standards the agent certifies to are in 19 Miss. Admin. Code Part 3, Chapter 19, in force since 1 January 2025.
The Department states the transfer in one sentence: "With the passage of the Mississippi Prior Authorization Reform Act, Senate Bill. 2140, by the 2024 Mississippi Legislature, the responsibility for the certification of private utilization review agents in Mississippi was moved from the Mississippi State Department of Health (MSDH) to the Mississippi Insurance Department (MID)", effective 1 July 2024. Nothing else on this site arrived in an insurance department from a health department. No examination and no pre-licensing course, and no fee for it appears on the Department's licensing fee schedule. 19 Miss. Admin. Code Part 3, Chapter 19, Minimum Standards for Utilization Review Agents, took effect on 1 January 2025 and is the substance the agent certifies to.
