    The designated responsible producer

    • an employee of the applicant who holds a Maine insurance producer license under chapter 16, subchapter 2-A, designated as the designated responsible producer

    and the register of travel retailers

    • A register on the superintendent's form of every travel retailer offering travel insurance on the licensee's behalf, carrying each retailer's name, address, contact information, federal employer identification number and an officer or person directing its operations, produced to the superintendent on request, with certification that each registered retailer complies with 18 United States Code section 1033

    24-A M.R.S. 7053(1)(A) issues this to a business entity and to nobody else: "the superintendent may issue a supervising travel insurance producer license, which is a limited license, to a business entity authorizing the business entity to sell, solicit or negotiate travel insurance as a supervising travel insurance producer on behalf of a licensed insurer". It is not the way an individual sells travel insurance and it is not a substitute for the travel line of authority: 7053(1)(B) says a person licensed in a major line may sell travel insurance without any of this, and 1420-F(1)(H) is the limited producer line, which this site carries separately. What the license buys is the right to put unlicensed people behind counters. 7053(2) and 7054(2) let a travel retailer and its staff offer and disseminate travel insurance with no license at all, provided the retailer is on the supervising producer's register and confines itself to offering and disseminating. 7054(1)(C) is the disclosure that describes the arrangement honestly to the customer: an unlicensed travel retailer "is only permitted to provide general information about the insurance offered", including coverage and price, and "is not qualified or authorized to answer technical questions about the terms and conditions of the insurance offered" or to judge whether the customer's existing cover is enough. The grounds for suspension and revocation that apply to producers under 1420-K apply to the supervising producer and to the retailers alike. At $500 to issue and $300 a year under 601(31) this is the second most expensive limited license Maine issues, behind the portable electronics vendor.

No national seller sells a course for this license. Nothing could: 7053(1)(A) issues this to a business entity, its qualification is a designated responsible producer who already holds a Maine producer license, and the travel retailers underneath it are registered rather than licensed.
