24-A M.R.S. 7002(1) puts the license on the vendor and 7002(2) spreads it: the license "authorizes any employee or authorized representative of a vendor to sell or offer coverage under a policy of portable electronic device insurance to a customer at each location at which the vendor engages in portable electronic device transactions". Nobody behind a counter is licensed and nobody behind a counter sits a paper. 7004(1) is the condition that buys that, and it is a training duty on somebody else: the insurer supervises or appoints a supervising entity, the training reaches every employee and authorized representative directly engaged in selling, it may be delivered electronically provided the supervising entity runs a supplemental program overseen by its own licensed employees, and the content is basic instruction about the cover and about the disclosures 7003(1) requires. That is a requirement of the employer rather than of the applicant, which is why it is not a route on this page. 7001(4) is the definition that makes the license cheap for a large seller and dear for a small one, because a website or a call center directed at Maine counts as a location and the fee does not scale with how many there are: 601(29) sets $1,000 to issue and $500 a year to renew, flat. New Hampshire and Rhode Island both tier the same license by location count and Maine does not. 7005(2) gives the superintendent a power no other Maine license carries: authority may be suspended at the specific business locations where the violations happened, rather than across the vendor.
