a Louisiana resident or nonresident insurance producer license for life or annuity
La. R.S. 22:1792(A)(1) carries the exception in its second sentence: any person holding a resident or nonresident insurance producer license for life or annuity may act as a viatical settlement broker, and is subject to the Part as if licensed as one. So a life producer needs nothing further, takes no course and sits no examination, and is answerable under the Part all the same. The exposure runs with it: 22:1793(B) lets the commissioner suspend, revoke or refuse to renew a viatical settlement broker's license "including the viatical settlement broker's insurance producer license", so a life producer acting as a broker puts the producer license itself at risk.

Competence, trustworthiness and an intention to act in good faith; a good business reputation and experience, training or education qualifying the applicant in the business; a certificate of good standing from the state of domicile, for a legal entity; and an antifraud plan meeting R.S. 22:1801(G)
La. R.S. 22:1792(F). The broker is asked for four of the provider's five findings and not the fifth: 22:1792(F)(1) confines the detailed plan of operation to a provider. The antifraud plan at (F)(5) is asked of the provider and the broker alike and not of the investment agent. There is no course and no examination in the Part, and no hour count. The license expires on March 1 each year under 22:1792(C).
