More than one route leads to this license, and which one you take changes what you study and whether you sit the exam. There is no pre-licensing course among them: this license is qualified for by sitting the examination, a license already held or a license held in another state.

Route 1 Pass the examination

Act 312 of the 2016 Regular Session created the license with effect from 2016-08-01. It is issued for the lines of Life, Accident and Health or Sickness, Property, Casualty and Variable Contracts, to individuals and to entities alike. No pre-licensing course: a resident applicant passes an examination and complies with fingerprinting, and that is the whole of it. A consultant carries the same continuing education obligation a producer does. A written contract with the client is required before any consulting begins and has to disclose the services, the start and end dates, the insurance it applies to, how the consultant is paid, whether they are dually licensed as a producer, and any interest or affiliation with a producer, broker or insurer in scope. It is not filed for approval but has to reach the Department within ten days of a written request.

The LDI exempts an applicant already actively licensed as a producer for the same line from the examination. Dual licensure is allowed and then restricted: a consultant who also holds a producer license may not sell, solicit or negotiate insurance, and may not take any compensation for the sale of coverages that were the subject of a consulting contract while that contract runs.
