Administers life, health or annuity coverage for somebody who is not the insurer. Indiana licenses it, and the way in for an out-of-state administrator depends on which of nine named states it is already licensed in.

    The application

    • An administrator holding a resident or designated home state administrator license in Alaska, Delaware, Florida, Idaho, Kansas, Missouri, New Hampshire, New Jersey or West Virginia applies for an Indiana nonresident license under IC 27-1-25-12.2. Anybody else applies for an Indiana designated home state license under IC 27-1-25-11.1 and is held to the same standard as a resident administrator.

    The Department publishes the nine states by name and marks five of them with an asterisk, meaning an administrator holding a nonresident license there may apply for an Indiana nonresident license because those states set the same requirements for residents and nonresidents. Nothing else on this site turns a license class on a named list of other states. Two exemptions sit above all of it. An entity that serves only bona fide employee benefit plans preempted under ERISA needs no license. And an administrator needs none if all three of the following hold: its principal place of business is in another state, it is not soliciting business as an administrator here, and its Indiana function is limited to administering life, health or annuity coverage for not more than one hundred Indiana residents.
