Surplus Lines Producer

Places business with insurers not admitted in Indiana, after a diligent search has shown the admitted market will not write it. The Department calls it a second level of licensing and means it literally: the property and casualty producer license comes first, and then a paper of its own.

    State exam required

    The underlying producer license

    • an Indiana insurance producer license carrying property and casualty authority, held before the surplus lines application is made

    and the examination

    • The Indiana Surplus Lines examination at Pearson VUE. No pre-licensing education is required for it; Pearson's own crosswalk of exams to course completions records the surplus lines paper as needing none, with a property and casualty license instead.

    The Department states the sequence in one sentence: "A resident insurance producer must have their property and casualty insurance license before seeking licensure as a surplus lines producer."What the license buys is the right to go outside the admitted market once a diligent search has failed, and the Department defines that too: a specific declination of coverage from a number of admitted companies writing that type of cover, or from the companies most likely to write it where nobody does. Availability at a higher premium does not count as unavailable. IC 27-1-15.6-32(d) prices it at $80 for a resident and $120 for a nonresident every two years, which is double the producer license either way.
