The Indiana Navigator license
Indiana Navigator
Helps a consumer complete a federal Health Insurance Marketplace application or an Indiana Health Coverage Program application. It is a certification rather than a license, and it sits outside the producer licensing chapter entirely. Six navigator credentials here ask for a course and an examination both, among them Wisconsin's, Missouri's, Maine's and Georgia's.

8 hours of the functions of a health benefit exchange, the duties and responsibilities of a navigator, the Indiana insurance laws that apply to them including the rules on public health insurance programs, and the navigator's obligations on confidentiality and conflicts of interest, approved by the Department

The Indiana Navigator examination, prescribed by the commissioner in consultation with the secretary and testing the same four subjects as the course. Pearson VUE administers it and publishes its content outline.

At least eighteen years old, no act that is a ground for denial, suspension or revocation under IC 27-19-4-3, no felony conviction, no denied or revoked producer license, consultant license, navigator certification or application organization registration in any state, and a disclosed conflict of interest where one exists.
IC 27-19-4-5(b) is the five findings and IC 27-19-4-11 is the course and the paper. The statute names no hour count; the Department's register does, and every one of the four approved Navigator courses carries eight credits. All four are self-study and all four belong to Indiana health non-profits and community organizations rather than to a school: Affiliated Service Providers of Indiana, ClaimAid, Covering Kids and Families of Indiana, and Meridian Health Services. IC 27-19-4-11(d)(1)(B) is why the register looks like that, because it directs the commissioner to let a registered application organization write its own training program and curriculum for the navigators working on its behalf, subject to approval in advance. IC 27-19-4-2 puts the whole scheme outside the producer chapter: "Neither a navigator nor an application organization is subject to the licensing requirements of IC 27-1-15.6."

A course is required and nobody sells one
No national seller sells a course for this license, and the register explains why. All four approved Indiana Navigator precertification courses are written by the organizations that use them: IC 27-19-4-11(d)(1)(B) directs the commissioner to let a registered application organization build its own training program for its own navigators, so the eight hours come from Indiana health non-profits rather than from a school anybody can buy from.
