  1. Route 1 Register with the Department

    The registration

    • An application for registration on a form the commissioner prescribes, before the entity acts as an application organization, from an organization whose employees or volunteers help consumers complete applications on the federal Health Insurance Marketplace or for an Indiana Health Coverage Program.

    • No act described in IC 27-19-4-3 that would be a ground for denial, suspension or revocation, no equivalent registration denied, suspended or revoked in any state, no unfair trade practice or fraud in the business of insurance, and any conflict of interest disclosed to the commissioner.

    and an attestation for each navigator it uses

    • A written appointment of every navigator who provides services on the organization's behalf, and an attestation to the commissioner on the Department's form that each of them meets the requirements of IC 27-19-4-3. Where the organization revokes an appointment for one of those violations it reports the revocation to the commissioner within 30 days and sends the navigator a copy.

    IC 27-19-4-1(c) and IC 27-19-4-6. There is no examination and no course for the organization itself, which is the difference between this and the navigator certification beside it. What is unusual is the direction the course requirement runs: IC 27-19-4-11(d)(1)(B) has the commissioner develop policies to let a registered application organization build its own training program and curriculum for its navigators, approved in advance, so the register of approved navigator courses is populated by the organizations rather than by schools. IC 27-19-4-2 keeps the whole scheme outside IC 27-1-15.6.

No national seller sells a course for this license, and nothing could. The organization is registered rather than licensed, on an application with no examination and no course, and what it does with the navigator course requirement is write one rather than buy one.
