W.S. 26-47-102 defines both roles and the Department publishes them on one page with one application form and one fee. The broker solicits, negotiates or places cessions or retrocessions for a ceding insurer without authority to bind it; the manager binds or manages all or part of a reinsurer's assumed business, including a separate division, department or underwriting office. The manager definition then excludes four people, and the fourth is one only Wyoming spells out on its licensing page: an employee of the reinsurer; a United States manager of an alien reinsurer's United States branch; an underwriting manager under common control with the reinsurer whose compensation is not based on premium volume and who manages all its reinsurance operations by contract; and the manager of a group, association, pool or organization of insurers engaged in joint underwriting or joint reinsurance and examined by the insurance commissioner where the manager's principal office sits. There is no examination, no course and no bond named on the page for either role, which is what separates Wyoming from Alabama, where the manager posts $100,000 for every reinsurer represented.
