    • Adequate identification of the licensee and payment of the required licensing fee, which W.S. 26-52-101 makes the only two things the Department's rules may require

    W.S. 26-52-101 bars anybody from acting or holding themselves out as a pharmacy benefit manager in Wyoming without a Department license, and then does something most licensing statutes do not: it caps what the Department may ask for. The Department establishes the requirements and procedures by rule, but "the requirements shall only provide for the adequate identification of licensees and the payment of the required licensing fee."So there is no course, no hour count, no examination and no financial test, and none can be added by rule while that sentence stands. The fee is at W.S. 26-4-101(a)(xviii), $500 annually. It is worth reading against Kentucky's pharmacy benefit manager, which is asked for a million dollar surety bond and $11,000 in the first year, and against Alaska's, which pays $20,000: the same business is licensed on a sentence in one state and on a balance sheet in another.
