W.S. 26-9-219(c) is the statute and the Department quotes it whole. Two things in it are worth carrying. It reaches an adjuster who acts "by physical appearance or through electronic or other means", so working a Wyoming loss remotely needs the license just as being there does, which nothing else on this site says out loud. And its exemption is drafted around expertise as well as scale: no Wyoming license is required where the loss "is of an unusual, uncommon or unique nature requiring special expertise or knowledge not readily available among adjusters licensed in this state", or for a series of losses from a catastrophe common to them, with the insurer notifying the commissioner before the unlicensed adjuster acts. The Department's process is stricter than the statute. Individuals may not apply at all; only an admitted insurer may request authorization, one spreadsheet a day, and authorization must be granted before the adjuster goes to the field. Ninety days maximum, or the end of the catastrophe declaration, whichever comes first. Alabama and Hawaii also put the filing on the insurer; neither asks for it daily.

No national seller sells a course for this license. There is nobody to sell to: an individual may not apply for emergency authorization at all, only an admitted insurer may request it, and no examination or qualification of Wyoming's own attaches to it.
