The license a travel retailer sells under. Wisconsin calls it a Limited Travel Insurance Firm license and the statute calls it a limited lines travel insurance producer license, and its own subsection then exempts both the firm and every retailer under it from any examination or education at all.

    The designated producer

    • a designated responsible licensed producer holding the Wisconsin travel limited line of authority, who is responsible for the travel retailer's compliance with the travel insurance statutes and rules

    and who may hold it at all

    • s. 632.977(4)(a) lets the commissioner issue the license to a person licensed as an intermediary or managing general agent, a person licensed as a third-party administrator, or a person who is a travel administrator, and to nobody else.

    s. 632.977(4). The Office's own name for it is the Limited Travel Insurance Firm license, and the statute's is the limited lines travel insurance producer license, which is Idaho's disagreement about a name in a third state. (4)(d) is the sentence that decides this page: "A limited lines travel insurance producer and a travel retailer offering and disseminating travel insurance on behalf of and under the control of the limited lines travel insurance producer are exempt from the examination and education requirements under s. 628.04 (3)." (4)(c) makes the firm responsible for the acts of every retailer under it. The retailer's own employees are not licensed at all, and the Office lists what they may not do: evaluate or interpret technical terms, benefits or conditions, advise on a prospective purchaser's existing cover, or hold themselves out as an insurer, a licensed travel producer or an insurance expert. 632.977(3)(d) is the other half of Wisconsin's travel scheme and it needs no license at all: an intermediary licensed in a major line may sell travel insurance already, and one with property and casualty need not even be appointed by the insurer to do it.

The Wisconsin products sellers do carry are all for a major producer line or for the adjuster paper; Aceable sells nothing in Wisconsin at all. Wisconsin asks for no course here and its examination vendor publishes no paper for this license, so there is nothing to sell.
