The Wisconsin Rate Service Organization license

Rate Service Organization

Collects loss and expense statistics for insurers and files rates or advises on them. It is the only Wisconsin license on this site whose holder never faces a consumer, and at $400 it costs four times what the Office charges for a surplus lines license.

    What the organization is

    • A copy of its constitution, charter, articles of organization, agreement, association or incorporation, its bylaws, its plan of operation and any other rules governing the conduct of its business, and a list of its members and subscribers.

and somebody in Wisconsin to serve

    • The name and address of one or more residents of this state on whom notices, process affecting it or orders of the commissioner may be served.

    and technical qualifications

    • A statement of its technical qualifications to act as a rate service organization, which the Office reads as the states where it is already licensed, how long it has operated in them, any action taken against those licenses, the kinds of rate service it has provided, and the classes of risk it intends to handle in Wisconsin.

ss. 625.31 and 625.32. s. 625.02(2) is the definition: any person, other than an employee of an insurer, who assists insurers in rate making or filing by collecting, compiling and furnishing loss or expense statistics, by recommending, making or filing rates or supplementary rate information, or by advising about rate questions, except as an attorney giving legal advice. There is no examination, no course and no competence test on any individual. The Office moved this one into agent licensing recently and now takes it through NIPR as well as on paper. It is on the Office's second list rather than on its types of licenses page, which is why it is easy to miss.

The Wisconsin products sellers do carry are all for a major producer line or for the adjuster paper; Aceable sells nothing in Wisconsin at all. Wisconsin asks for no course here and its examination vendor publishes no paper for this license, so there is nothing to sell.
